This form is used to certify goods as qualifying for preferential status under the Canada-Colombia Free Trade Agreement (CCOFTA).

This is the Spanish version of form BSF459, Certificate of Origin - Canada-Colombia Free Trade Agreement.
CN 11-011, Release Processing of "Hand-Carried" CSA Importer Shipments
This notice provides information to Customs Self Assessment (CSA) importers and their service providers regarding new release processing procedures, for shipments transported into Canada falling within the definition of "hand-carried goods".
CN 11-012, New "Mode of Transport" Code Form B3-3, Canada Customs Coding Form
This notice is for importers and customs brokers who submit Form B3-3, Canada Customs Coding Form, to the Canada Border Services Agency (CBSA) for the release and accounting of goods in the air and marine modes where there is no carrier code for the transporter of the goods.
CN 11-013, Proposed Regulatory Amendments and Proposed New Regulations Related to the Implementation of the Canada-Colombia Free Trade Agreement
This notice announces regulatory amendments and a new regulation proposed by the CBSA in support of the implementation of the CCOFTA.
CN 11-014, Point-to-Point Movement of Domestic Goods Within Canada by Foreign-Based Conveyances and Operators (Cabotage)
This notice provides information on what the CBSA considers to be permissible point-to-point movement of domestic goods within Canada by foreign-based conveyances and operators, a practice also known as cabotage.
CN 11-015, Elimination of the European Union Surtax
This notice provides information about an agreement reached between Canada and the European Commission to resolve a Canada-European Union World Trade Organization trade dispute. As a result, Canada has agreed to remove the surtax imposed on certain products of beef, pork and gherkins imported from the European Union under the European Union Surtax Order since August 1999.
CN 11-016, Mandatory HS Codes – Criteria for Use of the "Zero-Class Code"
This notice provides detailed information for importers, custom brokers and their service providers on the criteria for the acceptable use of the "Zero-Class Code" under the previously announced CBSA initiative concerning Mandatory HS Codes at Time of Interim Accounting.
CN 11-018, Carrier Code Eligibility
This notice provides clarification on the eligibility to hold or receive a carrier code from the CBSA.
D2-1-2, Foreign Scientific or Exploratory Expeditions in the Canada
This memorandum outlines the CBSA clearance policy and procedures for foreign scientific or exploratory expeditions, including marine scientific research.
D4-1-4, Customs Sufferance Warehouses
This memorandum explains the procedures an individual or company must follow to obtain, amend or cancel a CBSA customs sufferance warehouse licence. It also describes the conditions for operating a sufferance warehouse and the types of sufferance warehouses that may be licensed in Canada.

The Customs Act and other Legislation
One of the key pieces of legislation governing the CBSA's mandate is the Customs Act. In addition to the Customs Act, the CBSA administers more than 90 acts, regulations and international agreements on behalf of other federal departments and agencies, the provinces and the territories.
