The purpose of this communication is to inform you that the Trade Programs Directorate has initiated a review of its re-investigation policy, and to invite the comments of interested persons.
Re-investigations are conducted by the Canada Border Services Agency (CBSA) to update normal values, export prices or amounts of subsidy for goods that are subject to anti-dumping or countervailing duties under the Special Import Measures Act (SIMA).
The existing re-investigation policy, outlined in Memorandum D14-1-8, will serve as the starting point for this review. The objective of the review is to clarify CBSA’s policy and administrative practices with respect to the conduct of re-investigations.
We are interested in hearing from stakeholders directly and are requesting written comments from interested persons on the re-investigations process. All comments received will be held in confidence.
Once we have completed this initial phase of the review, we expect to develop a draft policy document on the conduct of re-investigations. It is our intention to publish this document and seek the views of interested persons at that time.
