  1. Paragraph 9, Freight Forwarder Carrier/Identifier Codes & Security Requirements of Memorandum D3-3-1, dated September 9, 2008, was revised as the security amount required to transact bonded freight forwarder operations is not specified and unavailable in Memorandum D3-1-1, dated September 16, 2008. The paragraph was also revised to incorporate physical location requirements to transact bonded freight forwarder operations.
  2. Only replace page 1-2 of current Memorandum D3-3-1.

Summary
