Application process

Additional information required to apply to the Courier Low Value Shipment Program

In addition to the information contained in Form BSF164, Application to Participate in the Courier Low Value Shipment (LVS) Program (PDF, 25KB), , in the Memorandum of Understanding, and in the bond, the following information is required to further process your application to participate in the Courier LVS Program.

Applicants are required to:

  • Describe the major business activities of the company that has applied for the Courier LVS Program.
  • Indicate the percentage of this company's business (total revenue receipts) attributed to the international transportation of goods.
  • Provide a copy of the published international schedule and rate structure used for the past six months.
  • Indicate the percentage of low value (less than $1,600) shipments to Canada that is non-commercial (i.e., casual).
  • Explain how the company will comply with sections 7.1 to 7.5 of the Accounting for Imported Goods and Payment of Duties Regulations.
  • List the importers and/or brokers that will be providing a written undertaking to account for commercial shipments released under the Courier LVS Program.
  • Describe the process that will be followed to exclude goods subject to import control from the Courier LVS Program.
  • Specify the carriers that will be used to transport the goods into Canada.
  • Indicate the carrier code that will be used on the prime cargo reporting document (i.e., for border clearance, the carrier code on the cargo/release list; for inland clearance, the carrier code on the blanket cargo control document).
  • Indicate the carrier code that will be used on the cargo/release list.
  • Indicate if your business is resident in Canada.
  • Indicate where books and records will be kept.
  • Attach a sample of your company's cargo/release list showing the required date fields.

Important:
After the application has been accepted, participants must remember to inform the CBSA of any changes in your operational data, such as a change to the address or bond status, the addition of other customs clearance sites, etc.
